Welcome to the Franklin County Treasurer’s Office!
Alvin “Squeaky” Marquart has held the office of Franklin County Treasurer since 1993.
The County Treasurer is an elected official responsible for receiving, disbursing and investing all funds for the County and ensuring that monies are correctly segregated into separate funds as required by law. The County Treasurer is responsible for the investing of funds from the Scenic Regional Library and fine monies for the County Schools.
As Treasurer of Franklin County, it is my responsibility to receive funds, whether it be cash, checks, direct deposits, etc. from different entities throughout the county as well a s the State of Missouri and the U.S.
All monies received are entered into the counties computer data base whereby a report and triplicate receipts are generated and funds correctly posted to the appropriate accounts.
A deposit is then made into the counties contract bank account.
Expenses are paid from these operating accounts as needed. when checks are written the appropriate accounts are debited, matching the bank account balance and computer general ledger. Computer spreadsheets are kept on a daily basis in the Treasurers office to verify available funds for each county entity as well as each bank account held with county. At the end of each month the bank statements are reconciled with the counties general ledger as well as the daily spreadsheets to insure accuracy. Franklin County records are audited each year by an outside accounting firm who have always found our accounts to be in balance and accurate. Once all accounts, general ledgers and spreadsheets are in balance and copies given to the County Clerk and Auditor, a monthly treasurers' report is generated.
As Treasurer I am consistently aware of day to day transactions, as well as continually planning ahead to know what income and expenses are forthcoming. This then allows me the ability to pull excess funds from individual county entities to invest in certificate of deposits, the safest form of investing. After consulting with Treasurers from various counties across the State of Missouri, it was pointed out that we here in Franklin County were receiving among the highest rate of interest on our investments.
When the CD comes due, the interest is then deposited back into their individual funds, thus making it more profitable for everyone.
Due to the tremendous dedication of the elected officials of Franklin County and their offices, we have been able to accumulate an excess of $11 Million interest earned over the past sixteen years, thereby ensuring a strong fiscal budget for the county.
Prior to 1993, the majority of the daily, weekly, monthly, semi-annual, and yearly reports were done manually on hard copy paper. As time progressed we continually took steps forward to computerizing all daily transactions thereby transitioning over all records and reports within the treasurer’s office to an updated, easily accessible form of reporting via the computer.
We feel that as technology continued to advance, we also kept pace with modernizing the day in, day out checks and balances that is vitally important in the office of the treasurer.
Several years ago the opportunity presented itself to sign up for Internet Banking. We now have access to all our bank accounts on a minute-by-minute basis for all County held accounts with the Bank of Washington. We are able to monitor our balance at all times and make transfers and deposits as needed. Within the past year the bank has also offered the service of ACH credits taken directly from the counties bank account then credited into the bank account for each of the entities throughout the county for taxes collected each month. Not all of the entities within the county had this up-to-date technology at their banks. We therefore continued to monitor each entities capability to accept their monthly collections via ACH (automated clearinghouse) credits. We are pleased to say that this new system of crediting each entity their taxes collected is done automatically on the same day the monies are deposited into the counties bank account.
With the move from the courthouse to the new government center, we received new computers, laser printer and updated versions of Word, Excel, and Windows. We also have the capability of sending and receiving emails, ever increasing the opportunity to stay in touch with residents of our county.
Our county computer program, Interfund, is a great system that is being utilized at the present time. This particular program has been in place for a number of years. Although it is an older version, it continues to provide the necessary reports and accounting necessary to produce financial reports for the county treasurers, auditors, and clerks offices. If funds were made available, I believe a newer system would certainly benefit all these departments with newer, faster, and more up-to-date technology.
